Who We are

Paul is a Chartered Engineer with 30 years experience in transportation planning and engineering consultancy.

Paul has been a Director of CBO since its inception in 2011. For the previous seven years he was a Director of JMP Consultants Limited, then one of the UK's leading practises where he was responsible for the North West business unit.

Paul has advised on CBO's biggest projects such as Rivington Chase in Bolton, Yew Tree Farm in West Lancashire and Brackley Golf Course in Salford.  These larger projects mean he regularly deals with officers at National Highways as well as local authorities in the North of England.  He does however enjoy getting stuck into smaller projects where solutions and outcomes can be achieved more quickly. He works in multi-disciplinary teams preparing strategic regeneration frameworks.

He has a full portfolio of technical skills developed over his 30 years in Consultancy, both in transportation planning and engineering design. This includes traffic analysis, junction modelling, the production of transport assessments and travel plans and highway design. He has extensive experience in contract management, client interface, negotiation with the public sector and expert witness.

Paul enjoys cycling (slowly), Radio 6 music, walking, wine and raquet sports.

Steven is a chartered member of the Chartered Institute of Transport and Logistics with 25 years experience in transportation planning consultancy and Local Authority.

Steven has been a Director of CBO since its inception in 2011. Before CBO all Steven's consultancy experience was gained at JMP Consultants where he rose to Associate Director level.

At CBO Steve advises a a wide variety of clients on a range of developments, from access feasibility studies for single dwellings, through to the detailed assessments required for larger more complex schemes.  Steve is regularly recommended to clients by CBO's proffesional partners and has established links with planning consultants in Manchester and Birmingham.

Steve has a network of contacts at local authorities in the North West and Midlands.  

Having risen through the ranks of transport planning, Steven has acquired an excellent working knowledge of all technical modelling packages, from junction specific programs such as PICADY, ARCADY and LINSIG through to area wide and economic modelling packages such as SATURN and COBA.

  • Chartered Member of the Institute of Logistics & Transport (2003) 

Steve enjoys cycling (quickly and a long way), spending time with his kids and watching motorsport.

Steven has been a director of CBO since its inception in 2011. Before CBO all Steven's consultancy experience was gained at JMP Consultants where he rose to Associate Director level. He has advised a wide variety of clients on a range of developments, from access feasibility studies for single dwellings, through to detailed negotiation of Section 278 and Section 106 agreements for large schemes. Steven has also advised the Highways Agency and other highway authorities in a development control capacity and undertaken general transport studies on their behalf aimed at delivering transport improvement schemes.
