CBO Transport was appointed by Meadow Foods to prepare a Transport Assessment and Travel Plan Framework to support proposals for the expansion of their milk processing facility in Rough Hill, Cheshire. Following the successful granting of planning permission for the expansion, CBO were retained to prepare a more detailed 'Interim' Travel Plan to discharge a condition linked to the consent relating to the implementation of a Travel Plan at the site.

The preparation of this 'Interim' Travel Plan required the completion of a detailed staff travel survey at the site to ascertain current staff travel patterns. The survey was also used to determine which travel planning measures would be most popular with staff and therefore most effective. In this instance the survey was paper based and completed with guidance and encouragement from senior staff at Meadow Foods. The findings were then analysed by CBO staff.

As a result of this process CBO identified a set of modal shift targets for the site, as well as a number of measures to assist in achieving these targets.

The 'Interim' Travel Plan was successfully approved by the Local Authority and the condition discharged. It is now being implemented at the site for existing staff and will be monitored and refined as the expansion proposals are implemented.
