Parkgate

CBO Transport was appointed by the Tatton Estate to provide traffic and transport advice in relation to proposals for a residential development of up to 250 dwellings on land to the north of Parkgate Industrial Estate, Knutsford. As well as the preparation of a Transport Assessment and Travel Plan Framework to support the application, this commission included extensive post application negotiations with Cheshire East Council as the highway authority.

A number of locations have been identified by Cheshire East Council (CEC) for junction improvements within Knutsford town centre as part of their Infrastructure Development Plan. Given that the Parkgate proposals were considered by CEC to impact on these locations, they requested a financial contribution towards these identified schemes.

CBO were able to negotiate with CEC to determine a suitable scale of contribution towards these works based on numerical analysis and a review of costings provided by CEC. Trigger points were also negotiated for these contributions, together with a clawback mechanism for the client.

As a result of these negotiations, agreement was reached with highways officers who then offered no objection to the proposals.

The application was recommended for approval subject to the completion of a Section 106 agreement at a recent meeting of Cheshire East Council's Strategic Planning Committee.
