Rectory Fields, Standish

CBO Transport are retained by Morris Homes and Persimmon Homes to advise on transport matters associated with the redevelopment of a disused golf course site in Standish near Wigan.

The site has capacity for over 500 homes. An initial phase of development was identified of 250 homes which it was felt the LPA could consider in advance of completing their Core Strategy. A Transport Assessment and Framework Travel Plan were produced to accompany the planning application. The site was split by the main road from which access would be taken and we identified a roundabout as the affective means of access. Given the difficulties of providing off site mitigation, the Travel Plan and enhancements to bus services were key elements of the development proposals.

Delays in considering the application by the LPA meant that an appeal for non-determination were made and the Inquiry process followed through.  However a few days before the Inquiry the LPA granted approval.

An application for the second phase of 250 units was subsequently made.  This was refused by Wigan MBC but granted on appeal.  CBO provided expert witness advise for the appeal and gave evidence at the inquiry.

We are currently assisting our clients through the management of the design of the access roundabout which is being undertaken by Wigan MBC.
